A FAR 13 acquisition is planned. The purchase order will have a one-year period of performance. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by September 13, 2024 5:00 p.m. ET will be considered by the Government. Background Information and Basis for Sole Source The National Institute of Standards and Technology (NIST), Information Technology Laboratory (ITL), Information Access Division (IAD), Image Group has a need for contractual support for the conversion of the source code of the Latent Quality Metric (LQMetric) algorithms from Universal Latent Workstation version 6.6.7 (ULW) into royalty-free, open source, cross-platform International Organization for Standardization/International Electrotechnical Commission (ISO/IEC) 14882:2011 or later (C++) code. The original source code to be converted is copyrighted by Noblis, Inc. As the source code to be converted is copyrighted by this contractor, Noblis, Inc. is the only source capable of fulfilling the Government’s requirements. Information for Interested Parties The North American Classification System (NAICS) code for this acquisition is 541511 – Custom Computer Programming Services. The small business size standard is $34 million. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
