\n\nThe National Institute of Dental and Craniofacial Research (NIDCR), National Institutes of Health (NIH), Department of Health and Human Services (HHS), intends to negotiate and award a sole source purchase order to Johns Hopkins University for Rheumatologist Services for the NIDCR Dental Clinic.

\n\n\n\nThe Government anticipates award under the authority of FAR 13.501(a) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
\n\nThis notice is not a Request for Quotations (RFQ), Request for Proposals (RFP), or Invitation for Bids (IFB). The Government does not intend to solicit competitive quotations or proposals. No solicitation package is available.
\n\nAny responsible source that believes it is capable of meeting this requirement may submit a capability statement by the closing date of this notice. The Government will consider all timely capability statements solely for the purpose of determining whether to conduct a competitive procurement.
\n\nRequirement
\n\nNIDCR has a continuing requirement for a part-time Rheumatologist to support the Dental Clinical Resource Core (DCRC) and the Salivary Gland Disorders research team.
\n\nThe contractor shall provide clinical, research, and training support related to Sjogren’s syndrome and other rheumatologic conditions with oral manifestations, including:
\n\nclinical expertise supporting research of human subject protocols, amendments, and adverse event reporting;
\n\tclinical management and evaluation of patients/subjects with rheumatologic conditions associated with salivary gland pathology;
\n\tparticipation in screening and enrollment of subjects to clinical research protocols;
\n\tsupport to the NIDCR Dental Clinic two days per week, with one day on-site and one day off-site; and
\n\tparticipation in research analysis, publications, presentations, and collaborative activities.
\n\tThe contractor shall perform these services for 832 hours annually.
\n\nMinimum qualifications include:
\n\nmedical degree and preferably board certification in rheumatology;
\n\tactive U.S. medical license in good standing;
\n\textensive publication record in Sjogren’s syndrome and rheumatologic conditions with oral manifestations; and
\n\tactive collaboration with a dental clinical research team in salivary gland disorders.
\n\tSole Source Justification
\n\nJohns Hopkins University is the only known source capable of providing the required specialized rheumatology expertise, clinical research support, and collaborative experience necessary to support the NIDCR Salivary Gland Disorders research program.
\n\nThe proposed source has the unique capability to provide a rheumatologist with demonstrated expertise in Sjogren’s syndrome and related rheumatologic conditions with oral manifestations, along with the ability to support ongoing clinical care, protocol development, subject enrollment, research collaboration, and training activities integral to the NIDCR mission.
\n\nAward to another source would result in unacceptable delays, duplication of effort, and increased programmatic risk.
