## Description

The National Institutes of Health, Office of Human Subjects Research Protections (OHSRP) hereby gives notice of its intent to award a sole source follow- on contract for a base year and four twelve month option periods with Association for the Accreditation of Human Research Protection Programs, Inc located at 5335 Wisconsin Avenue, NW, Suite 510, Washington, DC 20015, to provide accreditation by AAHRPP.

AAHRPP is the only accrediting body for human subjects research protection programs in the U.S. and is used by institutions in the U.S. and around the world to achieve accreditation. AAHRPP accreditation indicates that an organization follows rigorous standards for ethics, quality, and protections for human subjects research. In addition, Maintaining AAHRPP accreditation aligns NIH with other major research institutions in the United States (U.S.) and around the world.

Because of the importance of maintaining accreditation for the NIH Intramural Research Program, the DDIR has tasked OHSRP with maintaining the AAHRPP accreditation of the IRP. It is in the NIH’s best interests to maintain its accreditation through AAHRPP, not only to mitigate the risk identified by the NIH Risk Management Committee, but to continue its standing as one of the premier research institutions in the United States.

Similar to other accrediting bodies related to the protection of patients in medical settings, (e.g., the Joint Commission on Accreditation of Health Care Organizations (JCAHO), and numerous organizations approved by the Centers for Medicaid and Medicare Services for accreditation of laboratories under the Clinical Laboratory Improvement Amendments (CLIA)), there is an annual fee structure required to maintain accreditation.

The AAHRPP annual fee covers the costs of maintaining accreditation, including the quarterly status and annual reports. AAHRPP will review NIH’s HRPP SOPs and accompanying tools, checklists and protocol applications for compliance with AAHRPP Standards, and provide recommendations for revisions. They provide recommendations on how best to implement the NIH HRPP policies and procedures in order to ensure that AAHRPP’s accreditation standards are met, and that accreditation of NIH’s IRP continues.

This is not a request for competitive proposals. Potential sources who believe they can provide the service listed above are invited to submit a capability package in writing to Contract Specialist, Ms. Van Holley at holleyv@od.nih.gov no later than 9:00 AM ET on Monday, June 15, 2025. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice.

The Government will not cover any costs for any information or inquiry submitted as a result of this notice. Responses shall include, at a minimum, the following information:

1. Name of Company;

2. SAM UEI;

3. POC name and contact information;

4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order; and 5. A description of product/services and overall capabilities. Contractors are required to be registered with the System for Award Management (SAM) at http://www.sam.gov.
