## Description

**THIS IS NOT A SOLICITATION** The National Institutes of Health (NIH/OLAO), hereby gives notice of its intent to award a sole source contract for a base year to Total Resource Management located at 5695 KING CENTRE DR, STE 200, ALEXANDRIA, VA 22315, for the services of a software developer specifically experienced and competent with the IBM Maximo software to perform some enhancements on our IBM Maximo instance.

The current version of IBM Maximo is approaching its end of life in September 2025, necessitating a transition to a new platform. The existing remote hosting solution has proven inadequate, prompting the need for a change in service capability. Furthermore, the current implementation’s data structure, tree hierarchy, and object representation are insufficient for the company’s needs, leading to functionality limitations and excessive administrative overhead.

Additionally, the division of services between two separate entities has created complications in infrastructure and database maintenance, configuration, and repair. This is not a request for competitive proposals.

Potential sources who believe they can provide the service listed above are invited to submit a capability package in writing to Contract Specialist, Ms. Van Holley at holleyv@od.nih.gov no later than 9:00 AM ET on Tuesday, April 22, 2025. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice.

The Government will not cover any costs for any information or inquiry submitted as a result of this notice. The North American Industry Classification System Code (NAICS) for this acquisition is : 541519 Other Computer Related Services. Responses shall include, at a minimum, the following information:

1. Name of Company;

2. SAM UEI;

3. POC name and contact information;

4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order; and 5. A description of product/services and overall capabilities. Contractors are required to be registered with the System for Award Management (SAM) at http://www.sam.gov.
