National Aeronautics and Space Administration (NASA), through its Commercialization, Innovation, and Synergies (CIS) Office, intends to release Appendix C of the Next Space Technologies for Exploration Partnerships-3 (Next STEP-3) Broad Agency Announcement (BAA) to solicit industry-led capability studies. This effort supports NASA’s long-term vision of establishing a resilient, interoperable space communication and navigation infrastructure to enable science, exploration, and economic development around Earth, Moon, and Mars. NASA seeks to foster a commercial space marketplace where NASA is one of many customers by collaborating with U.S. industry on innovative solutions addressing cislunar and Mars communication needs. The forthcoming Appendix C solicitation will focus on two topic areas: Lunar Trunkline Communication Architectures: Studies to define innovative architecture concepts, performance requirements, technology gaps, and developmental roadmaps for robust lunar communication services. Mars End-to-End Communication Service Architectures: Studies to advance end-to-end communication solutions for Mars exploration, identifying performance needs and commercial service opportunities. NASA invites U.S. industry partners to submit proposals that align with these objectives, leveraging relevant NASA use cases to develop cost-effective, reliable, and interoperable communication systems. Proposals awarded under this Appendix C will be evaluated in accordance with the Next STEP-3 BAA, Section 5. NASA reserves the right to select for multiple, one, or none of the proposals in response to this Appendix. The detailed study requirements and additional information on overall acquisition strategy will be contained in the forthcoming Appendix C solicitation. Technical and programmatic comments and questions may be addressed by email to Daniel M. Motto at Daniel.M.Motto@nasa.gov. Submission information, participant eligibility, additional topic information and specific evaluation criteria for the solicitation will be identified in Appendix C when it is released.","origin":"extract"},"notice_type":{"code":"p","label":"Presolicitation"},"schema_version":1,"solicitation_number":"NextSTEP-3_Omnibus-CIS-Appendix_C","place_of_performance":{"country":{"code":"USA"}},"product_service_code":"AR12"},{"dates":{"posted":"2025-07-07","response_deadline":{"raw":"2025-08-06T17:00:00-04:00","utc":"2025-08-06T21:00:00Z","date":"2025-08-06","time":"17:00:00","utc_offset_seconds":-14400}},"links":{"sam":"https://sam.gov/workspace/contract/opp/795974cb50854ba68896b45c63a98846/view"},"naics":{"codes":["541715"],"primary":"541715"},"title":"CIS Capability Studies IV: Lunar Trunkline Communication Architectures and Mars End-to-End Communication Service Architectures (NextSTEP-3: Appendix C)","agency":{"office":{"code":"80GSFC","name":"NASA GODDARD SPACE FLIGHT CENTER"},"subtier":{"code":"8000","name":"NATIONAL AERONAUTICS AND SPACE ADMINISTRATION"},"department":{"code":"080","name":"NATIONAL AERONAUTICS AND SPACE ADMINISTRATION"},"office_address":{"zip":"20771","city":"GREENBELT","state":"MD","country":"USA"},"organization_type":"OFFICE"},"status":{"active":false,"archive_date":"2025-12-31","archive_type":"auto_custom"},"contacts":[{"name":"Antwan G Reid","role":"primary","email":"Antwan.G.Reid@nasa.gov","phone":"3012868420"},{"name":"Dan Motto","role":"secondary","email":"daniel.m.motto@nasa.gov","phone":"3012863983"}],"base_type":{"code":"p","label":"Presolicitation"},"notice_id":"795974cb50854ba68896b45c63a98846","provenance":{"extract":{"url":"https://s3.amazonaws.com/falextracts/Contract%20Opportunities/Archived%20Data/FY2025_archived_opportunities.csv","etag":"\"d47226e3d2c6545974b252e103f82b34-139\"","fetched_at":"2026-09-16T17:45:50.850439Z","row_sha256":"f230f71f1774d6a385819cf527163f07d3aaf10e26898a1365a8cd089c61820c","last_modified":"2026-09-13T14:49:20Z"},"updated_at":"2026-09-16T17:45:50.850439Z","first_seen_at":"2026-09-16T17:45:50.850439Z"},"description":{"text":"NASA GSFC releases this solicitation under the Next Space Technologies for Exploration Partnerships-3 (NextSTEP-3) Broad Agency Announcement (BAA) to seek industry led capability studies. Request for Proposal (07/07/2025): NASA GSFC releases this solicitation under the Next Space Technologies for Exploration Partnerships-3 (NextSTEP-3) Broad Agency Announcement (BAA) to seek industry led capability studies. The National Aeronautics and Space Administration’s (NASA) long-term vision is a resilient space communication and navigation infrastructure that enables science, exploration, and economic development around Earth, Moon, and Mars. NASA is presently pursuing the creation of an interoperable architecture composed of a mixture of existing NASA assets and commercial networks and services. The long-term goal is to establish a commercial space marketplace that supports a multitude of reliable, robust, and cost-effective commercial service providers in which NASA is one of many customers. NASA intends to advance on this goal by collaborating with commercial industry on innovative solutions based on relevant NASA use cases involving cislunar and Mars communication needs. The Commercialization, Innovation, and Synergies (CIS) Office’s fourth Capability Studies BAA is seeking industry insights in the following two (2) topic areas: 1. Lunar Trunkline Communication Architectures 2. Mars End-to-End Communication Service Architectures Proposals must be submitted electronically in accordance with the instructions detailed in Enclosure A, Appendix C, Sections 11 through 13, no later than August 6, 2025, 5:00pm Eastern Time. Offerors may propose on one or both study areas identified in Appendix C. Proposals will be evaluated in accordance with Section 13 of Appendix C.
