This is a sole source inasmuch as Quo Data developed the PROLab Plus software and accompanying tools, and the PROLab_HUB web application and accompanying tools and distributes both exclusively. Access to the PROLab_HUB platform is not available on-line through any other interfaces or vendors. Quo Data owns and controls intellectual proprietary rights associated with the licensed content attributed to PROLab Plus and PROLab_HUB. Licenses of PROLab Plus and PROLab_HUB can only be acquired through Quo Data. An Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be negotiated and issued on or about 16 Aug 2024. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement.
