## Description

The National Institute of Standards and Technology (NIST) intends to negotiate and award a sole source purchase order to contractor CGI Federal Inc., 12601 Fair Lakes Circle, Fairfax, VA 22033, for a project entitled" RFID Readers." These RFID Readers will be used to support the inventory managers.

A quantity of thirty-three (33) RFID Readers, including FAR Clause 52.211-16, Variation in Quantity, will be required for NIST to perform adequate inventory controls and accountability systems for properties under its control. The statutory authority for using this sole source action is 10 U.S.C. § 3204(a)(1) as implemented by FAR 6.302-1. FAR 6.301-1 10 U.S.C. 2304, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements.

A justification and approval for this requirement are currently being processed. This requirement is intended as a sole source procurement because CGI Federal Inc. is the only authorized supplier and configurator for RFID readers and barcode scanners due to its proprietary ownership of the source code for Sunflower Asset Management Solutions.

The Sunflower Systems is used as the Department of Commerce’s Personal Property Management System (PPMS) and is the only software allowed to provide accessibility to track NIST Property Plant Equipment (P.P.E.) and assures that funds, property, and other assets are protected against waste, loss, unauthorized use, or misappropriation.

**INTERESTED PARTIES:** All responsible sources may submit a capability statement, proposal, or quotation for the agency to consider. To qualify as a potential contractor for this procurement, the organization must provide technical literature describing its capability to effectively satisfy this requirement, as well as terms and conditions and a complete price quote within 15 days of this notice to the following electronic mail addresses: umar.mansaray@nist.gov , derrick.fletcher@nist.gov and Tony.Schmidt@nist.gov.
