**09/09/2024 DESCRIPTION:** The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with the Society for Advancement of Chicanos and Native Americans in Science Conference, located in San Jose, CA, to provide Sponsorship within the 2024 annual meeting.

The National Institute of Standards and Technology (NIST) International and Academic Affairs Office (IAAO) is committed to fostering partnerships that advance diversity and excellence in scientific research and education by seeking to increase visibility, generating interest, and establishing connections. Sponsoring the Society for Advancement of Chicanos and Native Americans in Science (2024 SACNAS), the largest multidisciplinary and multicultural STEM diversity conference in the country.

SACNAS premier conference is a gathering which serves to equip, empower, and energize participants for their academic and professional paths in STEM, which aligns with NIST’s objectives by providing a platform to engage with key stakeholders, showcase NIST’s expertise, and increase recruitment potential within these communities. Sole Source justification is based on the following:

The executive order on advancing educational equity, excellence, and economic opportunity for Native Americans and Strengthening Tribal Colleges and Universities highlights the importance of providing Native Americans with greater educational and economic opportunities, particularly through engagement with TCUs.

SACNAS serves as a key platform for Native American students and professionals in STEM fields, and by supporting a concurrent session, NIST will actively promote opportunities for Native American participation in the sciences. This effort aligns with the executive order’s goal of advancing equity in education and STEM careers for Native American populations.

Given NIST’s statutory authority under 15 U.S.C. § 278g-1 (2022), which includes conducting outreach to and developing collaborations with nontraditional educational organizations, including those that offer training through nonprofit associations and professional associations or professional societies, to engage persons historically underrepresented in STEM, this sole-source procurement is justified and necessary to meet NIST’s strategic goals for diversity, equity, and inclusion in STEM.

NAICS code for this requirement will be 561920 – Convention and Trade Show Organizers with a small business size of 17.5M No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by will be considered by the Government.
