## Description

The NSA Panama City, Panama City Beach FL intends to award a contract on a sole source basis to TRAXYL INC. 7669 Limestone Dr. Gainesville, VA for Installation of Fiber using the Patented Fiber TRAX Machine.

NSA Panama City is continuing an ongoing evaluation effort involving fiber optic sensing and communications connections to transition 20-year-old multi-mode fiber to a single-mode fiber optic system aligns with OPNAV N2N6 mandates to replace Time Division Multiplexing (TDM) services with Internet Protocol (IP)-based infrastructure. FiberTRAX, a fiber sensing capability has been used in multiple US Military locations, thus providing opportunities for further evaluation of the emerging technology.

Specifically, NSA Panama City requires installation of these measures using the patented FiberTRAX machine provided only by the TRAXyL, Inc. (hereafter, referred to simply as “TRAXyL”). This fiber installation technology minimizes disruption, requiring less time to complete and significantly reducing the need for extensive trenching. As a result, it helps mitigate traffic, avoid excavating several contaminated areas and potential conflicts with ongoing construction projects.

The TRAXyL is the sole manufacturer of the FiberTRAX system and is the only authorized operator of the machine for fiber painting. The TRAXyl holds multiple patents for the method and apparatus for deployment of communication line onto a surface such as a roadway or pathway. The award will be issued in accordance with 10 U.S.C.

2304(c)(1) / FAR 6.302-1(a)(2) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements based on TRAXyLs unique highly specialized technical capabilities. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether the Government needs to conduct a competitive procurement.

A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. A redacted & signed justification and approval will be provided shortly.
