The government awarded using FAR 16.505(b)(2)(i)(B) – Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Collins Aerospace is the only entity that sells the required supplies and services. Sourcing the supplies and services from another vendor is expected to result in a substantial duplication of costs to the government and unacceptable delays in fulfilling the agency’s requirement due to the necessary technical data and rights required. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information.
