This requirement is sole sourced to Keysight Technologies Inc., 1900 Garden of the Gods Road, Colorado Springs, CO 80907-3423 due to proprietary factory upgrades and service notes. Service performed by parties other than Keysight could invalidate Keysight warranties and the terms of the contract. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to yvonne.c.stockwell.civ@us.navy.mil no later than 5 days after the date of publication of this notice, which shall be considered by the agency. The response shall reference solicitation number N6893625Q5024 and provide a capability statement that clearly indicates the firm’s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
