## Description

The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to PAS Technologies; 1234 Atlantic Avenue Kansas City, MO 64116 (Cage Code: 4GMJ6) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.

The Fleet Readiness Center East (FRCE) has a requirement including the modification and rework of the 2nd and 3rd Stage LPC Vanes. Modification of these Vanes eliminates a wear mechanism of the vane inner platform side-faces. This process includes inspection, application of hard coating (LW-1N40) and repair of both sides of the inner platform side faces on the F402-RR-408A/B LPC 2nd Stage Vanes, P/Ns B507174, B513675, and B510177, and LPC 3rd Stage Vanes, P/Ns B508399 and B510171.

The modification and rework of the LPC 2nd and 3rd Stage Vanes shall be completed in accordance with Proposed Accessory Change No. 1378-A2, Engine Original Equipment Manufacturer (OEM) Rolls-Royce F402 ECP 3852-R1 and Performance Work Statement, F402-RR-408A/B LPC 2nd and 3rd Stage Vanes. Adverse wear of the vane inner platform side-faces will affect vane damping during operation, which can drive vane failures.

In addition, a large percentage of fleet LPC2 and 3 Vanes have been previously modified to the AYC-1378 standard. Since pre and post AYC 1378 standard vanes are not interchangeable, failure to modify LPC2 and 3 vanes going forward would render them unusable with current fleet inventory. OEM that no longer provided service. For this reason, the government intends to procure these products on a sole source basis from PAS Technologies, Inc. (Cage 4GMJ6), THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.

However, all responsible sources may submit a capability statement, which, if received within five (5) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
