If the Launch and Recovery Program had to select another source, there would be a substantial duplication of costs. This would also have a negative impact on mission capabilities, create logistical strains of work-around, and cost impacts not foreseen due to testing and approving a new source’s design. THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
