THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All responsible sources are encouraged to submit a response in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based on the response to this notice, is solely in the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
