The Government intends to procure the above items on a sole source basis to Rockwell Automation (CAGE: 4H047), under the authority of 10 USC 3204(a)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Rockwell Automation is the Original Equipment Manufacturer (OEM) and owns the rights to the technical data. The items necessary for AAG are produced exclusively by Rockwell Automation; the design and manufacture of the legacy Panel is proprietary to Rockwell. The Navy does not possess a technical data package to permit the development of the required software by any other sources. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
