The Government intends to solicit and negotiate this procurement under the authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements, as Lockheed Martin Corporation is the Original Equipment Manufacturer (OEM) for the above P/N. A solicitation will NOT be posted following the close of this synopsis, unless alternate offerors are identified. Lockheed Martin Corporation is the OEM of the above P/N. The data rights for the P/N are proprietary to the OEM, and the Government does not have the rights to the data. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. Active registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration for award of any Department of Defense contract.
