## Description

The Naval Air Warfare Center - Aircraft Division (NAWC-AD) Lakehurst, NJ intends to negotiate on a non-competitive basis with SHI (CAGE 1HTF0) located in Somerset, New Jersey for the procurement of two (2) Gensym G2 License Standard Success, P/N GEN-OP-GG2-SIL in support for the Aircraft Launch Recover Equipment Program. SHI is the authorized distributor for Advanced Arresting Gear, who is the Original Equipment Manufacturer (OEM) of the Gensym G2 software.

The Gensym G2 software must be used and supported with active licenses from Gensym, which can only be provided by the OEM, AAG. This software is proprietary to the OEM. AAG has directed the Government to procure these licenses on a sole source basis to their authorized distributor, SHI. An adequate purchase description or other information suitable for this effort has not been developed because the Government does not own the technical data for this software.

The Government intends to procure the above under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
