As per information provided by PMA-260s subject matter experts, United Drill Bushing Corporation is the only vendor with the knowledge of the Composite Repair Tool Kit’s included components, tooling, and devices and the only firm with the expertise required to meet quality requirements for structurally sound repair of critical aircraft components. To find another product, at a minimum, with the design and testing that was done, the Government would incur redundant engineering in the amount of approximately $38,934 in FY01 dollars if the testing and associated data were procured from an alternate source. The process required to obtain an alternate asset is cost-prohibitive and would force the FMS Partner to utilize an asset that is not supported, compatible or interchangeable with the USN-approved configuration. Hence, the FMS partner would forfeit the fundamental benefits granted per the signed Letter of Acceptance (LOA).
