This procurement shall be conducted under FAR Part 13, Simplified Acquisition Procedures, and is in support of the MQ-4C Triton Unmanned Air Systems (UAS) Program, United States Navy. The Government intends to solicit this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. Hydraulics International, Inc., is the sole developer, designer and manufacturer of the Hydraulic Fluid Servicing Units, and is the only source with the requisite knowledge, technical expertise and data to support the development of this item. The Government does not have the technical data required to obtain this item from an alternate source. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this pre-solicitation synopsis. Active registration in the System for Award Management (SAM) is mandatory in order to be considered for award of any Department of Defense contract. A determination by the Government not to open this requirement to competition based on the responses to this notice is solely within the discretion of the Government. The Government is not obligated to, and will not, pay for any information received in response to this synopsis, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change, and in no way binds the Government to solicit for or award a contract.
