All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source Justification: The required equipment must be compatible with existing equipment in the Government’s laboratory. The Government’s requirement can only be met by Unholtz-Dickie Apex’s vibration controllers and Upholtz-Dickie Apex is the original manufacturer; no authorized resellers exist for this product. Government would need to perform extensive technical validation if a controller other than the APEX SL Vibration Controller were procured for use. Procurement of a new controller would require vibration testing, data analysis, and technical reports and documentation for all types of vibration testing that would need to be performed.
