The basis of the Justification is as follows: The Code 851 lab currently supports an antiquated LaVision Flowmaster and DaVis PIV software and system but requires a new system with time resolved capabilities. Procuring other than La vision components would not be compable with NUWC/s Existing laser, and would require repurchase of a laser that would be comaptible with an alternative brand. Cameras purchased from an alternative vendor would have to be \"unlocked\" at an additional cost. Users would have to be retrained on an other than LaVsion System.
