## Description

This synopsis is hereby issued in accordance with FAR Part 5.201.

The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Wartsila North America The requirement is for the award of a Sole Source contract to Wartsila to provide services to upgrade the existing NACOS MCS Ocean Survey Program Survey System (OSPSS) Alarm Monitoring System(AMS) onboard the UK HMS SCOTT ship, and the AMS system located in the NIWC Systems Integration Laboratory (SIL) from a Windows Seven Operating System environment to the Windows 10/11 Windows Operating System.

The existing AMS systems onboard the HMS SCOTT and the SIL are the only existing AMS systems and are a unique integral part of the existing OSPSS systems which are not replaceable. Additional details are attached.
