The contractor will provide a literature review of current best management practices performance information for tire wear particle chemicals, perform a GIS spatial analysis of land types and co-located spawning streams of sensitive species at impacted Navy installations, assist in developing a sampling plan, and support sampling activities, detailed BMP evaluation, field work, data analysis, and final report preparation. Based on an approved Justification for Non-Competitive Procurement (JNCP), the agency has identified only one responsible source, and no other supplier will satisfy agency requirements. A redacted JNCP is attached to this Notice of Intent. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. This notice is not a request for competitive quotes; however, interested parties may identify their interest and capabilities in response to this notice, and must clearly show the firms ability to be responsive without compromising quality, accuracy, and reliability.
