## Description

This is a sole source requirement to purchase a 12-month subscription to the Supportability Management Assessment Report Tool (SMART) license from Resource Analysis Corporation (RAC). SMART supports the systems in the Submarine ESM support measures project. The SMART application provides obsolescence tracking and management. The Center has used the SMART application for almost two decades to manage our obsolescence effort, keeping our systems supportable to the end-of-life dates established by our Sponsors.
