Responses to the pre-solicitation notice can be submitted to Omar K. Fraser-Rahim at omar.k.fraser-rahim.civ@us.navy.mil. All responses received by 20 November 2025 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement.
