This requirement will provide procure Oriole Rocket Motor and Oriole Thrust Vector Control systems with ancillary hardware and shipping containers to support testing for a variety of sponsors. The systems will be incorporated into suborbital vehicles to execute planned missions at the Pacific Missile Range Facility, National Aeronautics and Space Administration Wallops Flight Facility, White Sands Missile Range and other test ranges. The vehicles support critical testing for the Multi Service Advanced Capability Hypersonic Testbed Program, Hypersonic Readiness Assessment Vehicle, French Sounding Rockets, Los Alamos National Labs, Aegis Ballistic Missile Defense (BMD), Air and Missile Defense Radar, advance research vehicles, and fleet training exercises. The anticipated order is intended to be awarded pursuant to 10 U.S.C. 2304(c)(1) as indicated in the attached justification and approval (J&A). Full and open competition need not be provided for when the supplies or services required are available from only one responsible source, or only from a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements.
