STATEMENT OF WORK
\n\n1.0 Purpose
\n\nThe Naval Ordnance Test Unit (NOTU) in Cape Canaveral Air Force Station FL, is seeking the purchase two guard shack booths on a trailer with wheels with the following specifications:
\n\n2.0 Requirement Specification
\n\nCompletely pre-assembled, pre-finished and pre-wired 4'x6' Aluminum/Vinyl Guard Booth to include:
\n\n- Bullet resistant aluminum construction
\n\n- Insulated walls & roof
\n\n- Prefinished interior
\n\n- Exterior color - whiter
\n\n- Stainless steel counter
\n\n- 8" overhang with double fascia
\n\n- Aluminum tread-plate floor
\n\n- One swing door with heavy duty lock and hardware and fixed glass window in upper half
\n\n- Pre-wired electrical package, including Two 120-V double duplex receptacles. One 240V/30amp NEMA L14-30P 4 prong, twist lock supply receptacle. 120/240V, 8 circuit load centers.
\n\n- Front mounted A/C
\n\n- Four exterior mounted LED floodlights with wall switch
\n\n- Ceiling-mounted interior LED light with wall switch
\n\n- All electrical components UL Listed
\n\n- All wiring per NEC standards
\n\n- Booth shall be mounted on a welded steel frame trailer with 5' x 8' bed, single axle with 6-lug wheels/tires.
\n\n- Brakes Required.
\n\nThe guard booth will be placed in proximity to a marine environment, thus the need for salt-resistant materials. \n\n3.0 Associated Materials and Components
\n\nTrailer should include a tread-plate platform, swing down step, hand railing, tongue jack, corner jacks for leveling, standard running lights, 2 inch ball hitch and safety chains.
\n\n5.0 Unscheduled gate closures
\n\nUnscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee's installation driving privileges.
\n\n6.0 Recognized Holidays
\n\nThe following are recognized US holidays. The contractor shall not perform services on these days. The contractor shall provide services between the hours of 0800-1600 on Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings.

\n\n7.1 Definitions.
\n\n7.1.1 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or services to the government. The term used in this contract refers to the prime.
\n\n7.1.2 CONTRACTING OFFICER (KO). A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
\n\n7.1.3 CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.
\n\nGovernment designated by the KO to monitor contractor performance. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
\n\n7.1.4 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
\n\n7.1.5 DELIVERABLE. Anything that can be physically delivered and includes no manufactured things such as meeting minutes or reports.
\n\n7.1.6 KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the SOW. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
\n\n7.1.7 PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
\n\n7.1.8 QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
\n\n7.1.9 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written
\n\ndocument specifying the surveillance methodology to be used for surveillance of contractor performance.
\n\n7.1.10 QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
\n\n7.1.11 SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have probity of contract with the subcontractor.
\n\n7.1.12 WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

\n\n5.0 Unscheduled gate closures
\n\nUnscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee's installation driving privileges.
\n\n6.0 Recognized Holidays
\n\nThe following are recognized US holidays. The contractor shall not perform services on these days. The contractor shall provide services between the hours of 0800-1600 on Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings.

\n\n7.0 Definitions and Acronyms
\n\n7.1 Definitions.
\n\n7.1.1 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or services to the government. The term used in this contract refers to the prime.
\n\n7.1.2 CONTRACTING OFFICER (KO). A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
\n\n7.1.3 CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.
\n\nGovernment designated by the KO to monitor contractor performance. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
\n\n7.1.4 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
\n\n7.1.5 DELIVERABLE. Anything that can be physically delivered and includes no manufactured things such as meeting minutes or reports.
\n\n7.1.6 KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the SOW. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
\n\n7.1.7 PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
\n\n7.1.8 QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
\n\n7.1.9 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written
\n\ndocument specifying the surveillance methodology to be used for surveillance of contractor performance.
\n\n7.1.10 QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
\n\n7.1.11 SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have probity of contract with the subcontractor.
\n\n7.1.12 WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
\n\n7.1.13 WORK WEEK. Monday through Friday, unless specified otherwise.
