Notice Type: Sources Sought . Response Date: July 1, 2024, 11:00 am Thailand Time This notice aims to provide public notice of a forthcoming project at Basa Air Base (BAB), Floridablanca, Pampanga, Philippines. The government plans to issue a solicitation approximately July or August 2024. This notice also aims to collect names of contractors interested in attending the site visit for the Base Access Request (BAR) that will be facilitated by the US Government. Projects Description: This is a Design-Build (DB) project to provide Unified Facilities Criteria (UFC) compliant design and repair located within the boundaries of Basa Air Base (BAB), Floridablanca, Republic of the Philippines (RP). This repair project must be designed and constructed in accordance with either Unified Facilities Criteria (UFC), International Building Codes (IBC), or Philippines Codes as stated in the Request for Proposal (RFP). The proposed project is as follows: Facilities Improvement. Project consists of renovation of an Operations building and renovation of a transient barrack and a latrine facility. The renovation of the Operations building involves installing a new elevated water tank and constructing a new steel roof structure with metal roof sheet covering, repairing and repainting water damage interior and exterior walls and ceilings, replacing damaged water closets, sinks, urinals, replacing rusted electrical boxes, and installing air conditioning units in the offices. The renovation of the transient barracks and latrine facilities includes installing new air conditioning units, ceiling fans, replacing damaged electrical outlets, and lighting fixtures, as well as repairing and repainting water damaged interior and exterior walls and ceilings. For the latrine facility, replace water closets, toilet doors, urinals, and exhaust fans. The facility requires energy saving lighting, air conditioning system, water saving plumbing, and a maintainable waste system. Project Magnitude is between US$500,000 and US$1,000,000 (FAR 36.204 Disclosure of the magnitude of construction projects). Offeror experience requires project construction similar in size, scope, and complexity performed in Southeast Asia, Nepal, Maldives, and Timor Leste. A Pre-Proposal Site Visit (PPSV) for this project is tentatively scheduled for August 2024. The site visit is to provide Offerors with an opportunity to familiarize themselves with the job sites and conditions to be encountered and is not for the purpose of answering questions. Requests for changes to the base access request after the deadline will not be considered or responded to. - Contractors are not allowed to inspect the project sites outside of the scheduled site visits. Any Contractor that does a site inspection outside of the scheduled site will be disqualified and ineligible for award due to having a competitive advantage. - The US Government will not perform quality assurance on base access requests. The Contractor is fully responsible for inaccurate or blurry documents. - The US Government will only confirm base access request information is received and added to the list for submission.
