This includes, but is not limited to, the ability to obtain necessary base access for personnel, manage local logistics and deliveries, and assume full responsibility for contract performance from a location within Japan. - Prime Contractor Responsibility: Quoters must submit their quotation as a prime contractor, demonstrating the ability to directly manage and execute all aspects of the contract.
