The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC Hawaii) is conducting market research to determine if other potential products/services can provide for a feeder protection relay that has equal performance requirements as the SEL-351S, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163. FY 2020 Special Projects Program RM 15-2763, Replace Primary Circuits H-2 and I-4, Joint Base Pearl Harbor-Hickam, Oahu, Hawaii requires a feeder protection relay that meets the following specifications. Feeder Protection – Protect radial and looped distribution circuits with time- and instantaneous-overcurrent elements, with breaker failure protection for one three-pole breaker. Arc-Flash Mitigation – Provide arc-flash detection capabilities. Event Analysis – Conduct post-event analysis with detailed event records that combine oscillographic and digital information.
