## Description

THIS IS NOT A REQUEST FOR PROPOSALS. The Naval Facilities Engineering Command, Southwest (NAVFACSW) intends to award a contract to one source (San Diego Gas & Electric) under the authority of 10 U.S.C. 2913, which allows the Navy to enter into agreements with gas or electric utility companies to design and implement cost-effective demand and conservation incentive programs (including energy management services, facilities alterations, and the installation and maintenance of energy savings devices and technologies by the utility companies) to address the requirement and circumstances of the installation.

This opportunity is available only to the utility contractor servicing Marine Corp Air Station (MCAS) Miramar Utilities Energy Service Contract (UESC-2) N62473-21-G-4402, Basic Ordering Agreement (BOA), for the primary objective of delivering reliability, resiliency, and energy efficiency to MCAS Miramar, including replacement of lighting fixtures, HVAC, and transformers.

The implementation of this energy demand and conservation project allows the Government to monitor, manage and control its energy usage, resulting in significant reduction of energy costs. There are also water conservation and maintenance savings that will be generated from this project.

**Project Description:** The proposed Task Order (Number TBD) is to implement cost-effective energy conservation measures (ECMs) for various energy-usage systems, including HVAC & DDC controls, lighting systems & controls, replace old, inefficient dry-type electrical transformers.
