## Description

The Naval Surface Warfare Center Panama City Division, FL (NSWC PCD) intends to award a sole source, firm fixed price purchase order using simplified acquisition procedures to Snorkel AI, LLC for specialized software dataset support and development using their proprietary platforms and systems.

Snorkel AI is the only company with the in-house resident knowledge of the source code, message definitions, tools, libraries, and documentation to make the required software changes to perform the requirment without substantial duplication of costs and unacceptal schedule delays which would impact sponsor efforts.
