## Description

**Amendment 3:** To Establish Final Q&A due date as Monday, 27 October 2025, 1200 CDT, and to allow time for final attempt to provide reponses to all Q&As, if possible. After Q&A period has concluded, no other questions will be accepted and no other responses provoded. All final Quotes are due by Tuesday, 28 October 2025, 1100 hours CDT.
