Cummings Research Park 300 Sparkman Drive, NW PO Box 07007 Huntsville, AL 35807-70007 Cage: 14925 Procurement is for the following: Line No. Part Number Description Quantity 1 8600030 Bow Plane Assembly 10 EA 2 N/A Individual Wrapping, Boxing, and Labeling 1 EA 3 N/A Shipping Cost to Panama City 1 EA The Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement to procure ten SDV MK11 Bow Plane Assemblies. This requirement is not suitable for full and open competition for the following reason(s): The MK11 Bow Plane Assembly referenced in the subject purchase request were custom manufactured by Teledyne Brown Engineering, Inc. for the SDV. Other manufacturers of similar assemblies have not been vetted or approved for substitution. The additional costs and time delays for the Government to identify and evaluate another system, perform the field-testing of the equipment, and produce the required documentation and drawings would be prohibitive.
