GOVERNMENT POINT OF ENTRY (GPE) ANNOUNCEMENT FOR uv printer & laminator for advanced graphics lab, NSWC PCD The Naval Surface Warfare Center, Panama City Division, (NSWC PCD), Panama City, FL intends to award a firm-fixed price purchase order to the following vendor: MAC Papers, LLC 3300 Philips Hwy Jacksonville, FL 32207 Cage: 9K011 Procurement is for a UV Printer and Laminator in support of NSWC PCD, as follows:

This purchase is not suitable for full and open competition for the following reasons. Code 1032 has unique printing requirements for materials that are exposed to harsh sun, rain, sea spray and other environmental conditions. The only types of printers that produce these items are either latex ink printers, or eco-solvent ink printers with U/V curing technology.

At this time, there is only one printer manufactured that meets NSWC PCD’s technical specifications and is compliant with the Trade Agreements Act (TAA); the Mimaki UCJV330-130. Mimaki has limited licensed distributors for specific regions, and the dealer in our region is MAC Papers, LLC. They are also the technicians that service Mimaki printers in our region.

In summary, there is one printer that meets the needs of NSWC PCD Code 1032 and is TAA compliant; and one dealer in our region that supplies the printer and performs maintenance on it. As such, the government does not expect significant savings through competition, and it is more advantageous to the Government to award on a sole source basis to MAC Papers, LLC for the items listed above
