This procurement is brand name for the following reason: the items in this procurement are going to be used to duplicate a test lab. If another brand or model were selected, it would not be an exact duplication of the existing testing lab, thus introducing unacceptable risk for testing variation. As such, only the Rosemount brand will meet the requirement.
