## Description

The Mid-Atlantic Regional Maintenance Center (MARMC) intends to issue solicitation N5005423R0004 for an Indefinite Delivery Indefinite Quantity Multiple Award Contract (IDIQ-MAC) for the repair, maintenance, modernization, and sustainment requirements of the Messing and Berthing Barges under Fleet Forces command. Accordingly, the place of performance is the Hampton Roads Area where the Mid-Atlantic Regional Maintenance Center (MARMC) will administer the Contract.

Under normal conditions, work will be accomplished within a 50-mile radius of Naval Station Norfolk, in Norfolk, VA. Additionally, there are requirements that may be required elsewhere within the continental Unites States (CONUS), including but not limited to, long distance towing and sustainment work.

The Contractor, under the direction of MARMC as an independent Contractor and not as an agent of the Government, shall furnish the material, support (electrical, crane, rigging, etc.), and facilities, and provide the management, technical, production, testing, and quality assurance necessary to prepare and accomplish the work identified.

Additionally, the Contractor shall provide pier side assists, in-plant and dry dock capabilities by providing the necessary management, technical services, labor, material, support services and equipment to accomplish a full range of depot level repairs and alterations, troubleshooting, maintenance, installation, and removal systems and equipment onboard Messing and Berthing Barges. This will be a Firm Fixed Price/Indefinite Delivery Indefinite Quantity (FFP/IDIQ) contract.

The contract will be for a base year with four one-year ordering periods. The applicable NAICS code is 336611 (Ship Building and Repair) with a small business size standard of 1,300 employees. In addition, this procurement will utilize the policies and procedures of FAR Part 15 "Contracting by Negotiation." A Sources Sought Notice was posted on Sam.gov on 20 December 2023 referencing solicitation number N5005423R0004.

Based on the result of the Source Sought Notice and other market research conducted, the Government has determined that this requirement will be competed on a Small Business Set-Aside basis.
