is a request for information/market survey. This is not a request for proposal, request for quote, or an invitation for bid. There will be no solicitation, specification, or drawings available at this time. Description: Naval Facilities Engineering Systems Command (NAVFAC), Northwest is soliciting comments from the public addressing the potential use of Project Labor Agreements (PLA) for the following construction project. The construction project is for Building and/or Heavy (non-building/residential) requirements in support of P859 CVN 78 Aircraft Carrier Electrical Upgrades, Naval Base Kitsap (NBK) Bremerton, Puget Sound Naval Shipyard (PSNS), located in the State of Washington. The designated Defense Priorities and Allocation System (DPAS) priority rating for this project is DX-C2. Construction may include, but is not limited to: demolition of an existing substation and the construction of a new substation at a different locations; construction of a new substation building made of concrete and steel that houses indoor switchgear, battery banks, an office, restroom facilities, fire protection, and HVAC; electrical, civil, and structural work required to upgrade power connections to accommodate simultaneous mooring; Antiterrorism (AT) features; pile wall reinforcement and transformer fire separation wall; foundations made of concrete for exterior electrical equipment and secondary containment systems, such as transformers, circuit breakers, and disconnect switches; electrical duct banks made of concrete-encased polyvinyl chloride (PVC) conduits that connect the new substation to the existing kilovolt (kV) transmission line and the shipyard distribution system; site preparation including site clearing, excavation and grading, and removal and disposal of hazardous material and contaminated soil; pavement resurfacing and site improvements; electrical utilities; mechanical utilities including storm water, sanitary sewer, water distribution and compressed air distribution to supply the substation buildings. Project will be design-bid-build (DBB). NAICS Code: 237130. In accordance with DFARS 236.204, the magnitude of construction is anticipated to be between $100,000,000 and $250,000,000. General period of performance is anticipated to be approximately 2,000 calendar days. A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement as described in 29 U.S.C. 158 (f). Federal Acquisition Regulation (FAR) policy states: Executive Order (E.O.) 14063, Use of Project Labor Agreements for Federal Construction Projects, requires agencies to use PLAs in large-scale construction projects (defined as a construction projects with a total estimated cost at or above $35M) to promote economy and efficiency in the administration and completion of Federal construction projects. When awarding a contract in connection with a large-scale construction project, agencies shall require use of a PLA for contractors and subcontractors engaged in construction on the project, unless an exception(s) at FAR 22.504(d) applies. Naval Facilities Engineering Systems Command Northwest (NAVFAC) Northwest is seeking responses from construction firms capable of performing a Design-Bid-Build (DBB) construction upgrades to Pier D. This will include the electrical, civil, and structural work required to upgrade the east and west shore power connections to accommodate simultaneous mooring of CVN 78 and CVN 68 carriers on each side of Pier D. This contract will consist of constructing Substation Z, demolition/removal of facilities 973, 973A, 973B and Substation H to clear the site for the new substation H; install supporting facilities and power distribution systems to support homeporting of CB 78 Class and CVN 68 Class carriers at Pier D. Dedicated and correctly configured 13.8kV underground shore power is required at Pier D to support Homeporting of CVN 78 (Ford) Class Aircraft Carriers at NBK-Bremerton. Power is required to be adequate, concurrent, and at reliable levels (13.8 kV and 4.16 kV) for CVN 78 and CVN 68 Class nuclear powered Aircraft Carriers concurrently. CVN 78 class is scheduled to arrive on the West Coast in the 2027–2028-time frame. This project is an integral component of the electrical backbone serving the waterfront pier and drydock operations. Pier D is also essential to support homeporting and maintenance support for the SSBN, SSGN and SSBN(x) trident platforms being processed into and out of drydock maintenance operations. The near future construction plans for a multi-mission dry dock and three new piers will put additional pressure on the need for Pier D to have Nimitz Class, Ford Class and Trident platform shore power capabilities at Naval Base Kitsap-Bremerton, WA. The primary North American Industry Classification System (NAICS) Code is 237130, Power and Communication Line and Related Structures Construction. The Small Business Size Standard is $45M. The planned period of performance will be for one (1) five-year base period and three (3) one-year option years. This project is a large-scale Federal construction project within the United States where the total estimated cost to the Government is $35 million or more and requires the use of Project Labor Agreements (PLAs). Reference is made to: FAR Subpart 22.5 Use of PLA for Federal Construction Projects; provision, FAR 52.222-33 Notice of Requirement for PLA; and to clause, FAR 52.222-34 PLA. Naval Facilities Engineering Systems Command Northwest (NAVFAC) Northwest is seeking responses from construction firms capable of performing a Design-Bid-Build (DBB) construction upgrades to Pier D. This will include the electrical, civil, and structural work required to upgrade the east and west shore power connections to accommodate simultaneous mooring of CVN 78 and CVN 68 carriers on each side of Pier D. This contract will consist of constructing Substation Z, demolition/removal of facilities 973, 973A, 973B and Substation H to clear the site for the new substation H; install supporting facilities and power distribution systems to support homeporting of CB 78 Class and CVN 68 Class carriers at Pier D. Dedicated and correctly configured 13.8kV underground shore power is required at Pier D to support Homeporting of CVN 78 (Ford) Class Aircraft Carriers at NBK-Bremerton. Power is required to be adequate, concurrent, and at reliable levels (13.8 kV and 4.16 kV) for CVN 78 and CVN 68 Class nuclear powered Aircraft Carriers concurrently. CVN 78 class is scheduled to arrive on the West Coast in the 2027–2028-time frame. This project is an integral component of the electrical backbone serving the waterfront pier and drydock operations. Pier D is also essential to support homeporting and maintenance support for the SSBN, SSGN and SSBN(x) trident platforms being processed into and out of drydock maintenance operations. The near future construction plans for a multi-mission dry dock and three new piers will put additional pressure on the need for Pier D to have Nimitz Class, Ford Class and Trident platform shore power capabilities at Naval Base Kitsap-Bremerton, WA.
