As a mandatory source of supplies and services IAW FAR 8.7, this acquisition is exempt from full and open competition in contracting (ref. FAR 6.302-1). The anticipated contract is needed to ensure the continued support of the services due to a delay in awarding the follow-on contract. Services performed under this sole source action will include continuation of both the recurring and non-recurring services as defined in the contract’s Performance Work Statement. Award to anyone other than the current contractor (Skookum Educational Programs) would not be in compliance with obtaining mandatory services on the Procurement List as well as resulting in a significant break in service and unacceptable delays in fulling the agency’s needs and requirements. Award of this Bridge Contract action will ensure ample time for the Government team to complete formulating and awarding the follow-on contract by 1 April 2026. This is not a request for competitive quotes. The Government intends to negotiate solely under statutory authority 10 U.S.C. 2304(c)(1), and as set forth in Federal Acquisition Regulation (FAR) 6.302-1 and FAR 15.404-1(b)(2)(ii) a comparison of the proposed prices to the historical prices paid over the life of the contract with only the Ability One firm, Skookum Educational Programs.
