$250,000,000 THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible Small Businesses, HUB Zone Small Businesses, Small Disadvantaged Businesses, Veteran-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses capable of performing Design-Bid-Build, for the P440 & 441 Recruit Barracks, MCRD Parris Island, South Carolina. This project will construct two (2) new recruit barracks in support of gender integrated recruit training and integrate it into a campus setting consistent with the installation master plan. Provide adequate open squad bay billeting and Battalion/Company administrative space for recruits and permanent party personnel at Marine Corps Recruit Depot Parris Island. Operations and Maintenance Support Information (OMSI) is included in this project. Site preparation includes site earthwork and grading, pavement demolition and utility demolition. Special foundation features include pile foundations. Electrical utilities include primary and secondary distribution systems, outside lighting, charging stations and telecommunications infrastructure. Mechanical utilities include potable water supply system, fire water supply system, sanitary sewer with lift station, storm sewer system, and geothermal wells. Environmental mitigation will include unexploded ordnance (UXO) construction oversight. Facilities will be designed to meet or exceed the useful service life specified in DOD UFC. Facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency. The project site is within an identified 100-year floodplain. Federal Emergency Management Agency is currently working to update mapping of the floodplain which will reduce the established base flood elevation. However, this facility will be constructed with a crawl space and elevated first floor in order to mitigate potential flooding. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 236220 – Commercial and Institutional Building Construction, and the Small Business Size standard is $45,000,000. In accordance with DFARS 236.204, the magnitude of construction for this project is between $100,000,000 and $250,000,000. The contract will include FAR clause 52.219-14 Limitations on Subcontracting, which states that “The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.” This office anticipates award of a contract for these services by Nov 2025. It is requested that interested small businesses submit to the Contracting Officer a capabilities package, to include the Sources Sought Contractor Information Form, Sources Sought Project Information Form and Sources Sought Project Matrix, provided as attachments to this notice. The Sources Sought Project Information Form and Sources Sought Project Matrix shall be used to document a minimum of one (1) Multistory building utilizing cast in place or CMU construction and up to a maximum of five (5) relevant construction projects completed in the past ten (10) years that best demonstrate experience on projects that are similar in size, scope and complexity to the project described herein. A relevant project is further defined as: Size: Final construction cost of $50 million or greater. Total construction area of more than 45,000 square feet. Scope: Prime contractor for construction of multistory building utilizing cast in place or CMU for municipal/governmental facilities. Complexity: While also meeting the scope requirements set out above, the following complexity requirements shall be met collectively by the project(s) submitted, i.e. each submitted project does not require demonstrated experience with all of the following components, but collectively, experience with all of the complexity elements below must be established throughout the submitted relevant projects: Experience scheduling construction activities to avoid disruption of on-going user actives Projects with phased construction activities Ensure that the project description clearly identifies whether the project is new construction or repair/renovation, addresses how the project meets the scope and complexity requirements as delineated above, and provides the final construction cost. Please note that if you are responding as an 8(a) Mentor-Protégé, you must indicate the percentage of work to be performed by the protégé. A copy of the SBA letter stating that your 8(a) Mentor-Protégé agreement has been approved would be required with your proposal, if requested. Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic is soliciting comments from the public addressing the potential use of Project Labor Agreements (PLA) for the following construction project. The construction project is for two (2) Recruit Barracks located at the Marine Corps Recruit Depot (MCRD) in Parris Island, SC. This project will construct two (2) new recruit barracks in support of gender integrated recruit training and integrate it into a campus setting consistent with the installation master plan. Provide adequate open squad bay billeting and Battalion/Company administrative space for recruits and permanent party personnel at Marine Corps Recruit Depot Parris Island. Operations and Maintenance Support Information (OMSI) is included in this project. Site preparation includes site earthwork and grading, pavement demolition and utility demolition. Special foundation features include pile foundations. Electrical utilities include primary and secondary distribution systems, outside lighting, charging stations and telecommunications infrastructure. Mechanical utilities include potable water supply system, fire water supply system, sanitary sewer with lift station, storm sewer system, and geothermal wells. Environmental mitigation will include unexploded ordnance (UXO) construction oversight. Facilities will be designed to meet or exceed the useful service life specified in DOD UFC. Facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency. The project site is within an identified 100-year floodplain. Federal Emergency Management Agency is currently working to update mapping of the floodplain which will reduce the established base flood elevation. However, this facility will be constructed with a crawl space and elevated first floor in order to mitigate potential flooding. Project will be Design-Bid-Build (DBB). NAICS Code: 236220. The magnitude of construction is anticipated to be $100,000,000 and $250,000,000. General period of performance is anticipated to be approximately 1,095 calendar days. A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement as described in 29 U.S.C. 158 (f). Federal Acquisition Regulation (FAR) policy states: Executive Order (E.O.) 14063, Use of Project Labor Agreements for Federal Construction Projects, requires agencies to use PLAs in large-scale construction projects (defined as a construction project with a total estimated cost at or above $35M) to promote economy and efficiency in the administration and completion of Federal construction projects. When awarding a contract in connection with a large-scale construction project, agencies shall require use of a PLA for contractors and subcontractors engaged in construction on the project, unless an exception(s) at FAR 22.504(d) applies.
