This justification and approval is being prepared for the use of a brand name or equal descriptions on items in the firm fixed price (FFP) construction contract for W-143 Cole’s Bistro Renovation, Naval Station Norfolk, Norfolk, Virginia. The plans and specifications indicate the standard of quality, characteristics, and performance requirements and a manufacture and model, as appropriate and in accordance with the FAR, to establish the basis of design for approximately 24 items across all design disciplines. For these brand name or equal described items, other manufacturers may be utilized during construction so long as the standard of quality, characteristics, and performance requirements meet or exceed the standard of quality, characteristics, and performance requirements identified in the plans and specifications as the basis of design.
