The intent of this notice is to conduct market research to determine if sources capable of satisfying this agency’s requirements exist. Naval Facilities Engineering Systems Command, Far East (NAVFAC FE) is seeking potential sources for an Indefinite Delivery/Indefinite Quantity Contract for Architect-Engineering Services for Waterfront Engineering, Surveying, Dredging, and Other Related Projects at Various Locations in Japan. The required services are intended to be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. If the solicitation is issued, the resulting contract will have a five-year ordering period. The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid and is not construed as a commitment by the Government for any purpose. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. GENERAL INFORMATION The North American Industry Classification System (NAICS) Code for this procurement is 541330, Engineering Services. Each task order will detail the specific scope of work, which may include, but is not limited to preparation of plans and specifications for Design-Bid-Build (DBB) projects, design analyses, cost estimates, studies, DD1391 development, and Design-Build (DB) Requests for Proposal (RFP) package development for projects involving dredging design; hydrographic surveying; the design and evaluation of piers, wharves, and their moorings/ appurtenances; the design and evaluation of drydocks, drydock caissons, and drydock pump systems; and the design and evaluation of structural systems for buildings, structures, and waterfront structures (including seismic evaluation and design) at various locations in Japan. Post Construction Award Services (PCAS) may also be required. Work shall be performed in accordance with applicable U.S. and Japanese laws, regulations, and standards. CONTRACTOR LICENSE REQUIRMENT Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract. STATUS OF FORCES AGREEMENT The U.S. Government shall not offer “United States Official Contractor” status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as “Members of the Civilian Component” under Article I(b) of the SOFA. SUBMITTAL REQUIREMENTS Interested firms should submit a brief capabilities statement package (no more than 12 single-sided pages or 6 double-sided pages, including attachments, single spaced, 11 point font minimum) demonstrating ability to perform the requested services. The capabilities package must be complete and sufficiently detailed to allow the Government to determine the firm’s qualifications to perform the defined work. Interested firms may submit information using Enclosure (1), Sources Sought Contractor Information Form, to demonstrate capabilities, capacity and experience. Respondents will not be notified of the results of the Navy’s market research. NAVFAC FE will utilize the information for acquisition planning purposes.
