Portsmouth Naval Shipyard has assigned the first Basic Ordering Agreements (BOAs) under the 2024 Portsmouth Naval Shipyard C.R. Gilbert/E.F. Dickson (HX) Fastener Program to offerors whose proposals complied with the Technical and Past Performance factors of solicitation N3904023R0004. These Basic Ordering Agreements have been assigned in accordance with FAR 16.703. Additional BOAs may be assigned and executed prior to the next BOA solicitation opportunity. The Agreement and Program Periods have been established as 1-JULY-2024 TO 30-JUNE-2029. With the re-establishment of the HX program’s ordering period, all X2 and/or HX Fastener opportunities will now be exclusively solicited under the BOAs of this program, unless granted a written exception from the PCO. These Agreements are executed with no cost ceiling; all pricing is to be established on the delivery orders executed under them. Opportunities for entry into the program will be made available minimally on an annual basis for the first 3 years of the agreement period.
