## Description

**Introduction:** This is a sources sought notice. This notice does not constitute a request for proposal, request for quote, or invitation for bid. This notice is for market research purposes, as required by the Defense Federal Acquisition Regulation Supplement (DFARS), Procedures, Guidance, and Information (PGI) 206.302-1.

**Background:** The National Defense Authorization Act for Fiscal Year 2020 prohibits the purchase of Aqueous Film Forming Foam after 1 October 2024. The Naval Facilities Engineering Systems Command internal guidance for alternatives to this prohibition are published in the Interim Technical Guidance Fiscal Year 2032-02 (ITG FY23-02). The ITG FY23-02 allows the use Fluorine-Free Foam (F3) systems or the use of an Ignitable Liquid Drainage Floor Assembly (ILDFA) and an overhead water sprinkler system.

The Navy has determined that the use of the ILDFA system is appropriate for use in the hangar being constructed under project P-313 MH-60 Base Improvements, at Naval Station Rota. The intent of this sources sought is to seek out systems that meet the salient characteristics of the ILDFA system. The salient characteristics are:

1. Must meet the requirements of NFPA 409 (2022), UFC 4-211-01, and FM Global Approval Standard 6090.

2. The system must be a chemical free system, designed and installed from a single manufacturer.

3. The system must include a subfloor system capable of extinguishing fuel fires without the use of above finished floor water or oxygen removing capabilities.

4. The system must include all required design, engineering, trenching, excavation, materials, grounding points, pumps, containment tanks, sensors, controls, signage, etc. to be complete in all aspects.

5. The system must remove contaminants that enter the subfloor assembly prior to discharging wastewater into the base sewer system or prior to recirculation.

6. The system must be capable discharging water into the sewer system or recirculating water for 100% recyclability.

7. The system’s floor assembly must cover the entire hangar floor. Approximate size is 1765 square meters for P-313.

8. The floor assembly must be recessed into the floor to match surrounding finished floor elevations. This ensures a smooth transition with no ramps.

9. The floor assembly must support a minimum pressure of 500 psi.

10. The system must be integrated into the hangars fire alarm and sprinkler suppression system.
