The proposed contract action intends to solicit from only one source. The Naval Sea Systems Command (NAVSEA) Technical Warrant Holder (TWH) has formally determined that only the Original Equipment Manufacturer (OEM) possesses the proprietary engineering data and specialized drawings required to provide repair services for this equipment. Ducworks is the original manufacturer who owns the proprietary design drawings for the damaged VRC, and is unable to share these drawings with other contractors. Market research also confirms the OEM does not license or authorize any third-party providers to perform this service. This notice of intent is not a formal request for competitive proposals. A solicitation will be issued to the intended source after the expiration of this notice. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
