The Contractor must operate the vessels and related systems and equipment in accordance with all relevant laws, terms of this contract, United States Coast Guard (USCG) and American Bureau of Shipping (ABS) rules and regulations that would apply as if it is owned by a non-government entity, which includes, but is not limited to, maintaining a valid USCG Certificate of Inspection and ABS Classifications (including all statutory certificates) at all times. This contract requires the Contractor to possess and maintain a SECRET facilities clearance and to employ personnel with SECRET security clearances. The Government expects to award a single fixed-price contract with pass through elements under a trade off source selection process. This procurement strategy is designed to ensure the Government obtains the best value by selecting the best qualified offer that meets all technical and solicitation requirements.
