NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.

PMA-273 and the Naval Air Warfare Center Aircraft Division (NAWCTSD) Procurement Group, Patuxent River, MD have a requirement to procure supplies and services to support existing TH-73A Thrasher deployments, such as: Field service representatives; Engineering and technical studies; Engineering investigations; Avionics and mission system design modifications and upgrades to support operational capability; Fleet-generated software and hardware support; Design and interfaces; Software design updates; Designed retrofit installation kits; Interoperability, cybersecurity and/or information assurance; Airworthiness support; Preparation for and support of Systems Engineering Technical Review (SETR) events; Integrated Logistic Support (ILS), including but not limited to:

technical data, Packaging, Handling, Storage, and Transportation (PHS&T), maintenance planning, Logistics Supportabilities Analysis (LSA), Logistics Management Information (LMI), supply support, training systems updates and support, support equipment, and Diminishing Manufacturing Sources and Material Shortages (DMSMS) activities; and Test and flight demonstration support.

Additionally, orders placed under this BOA may include the procurement of TH-73A Thrasher Engineering Change Proposals (ECP) material, Non-Recurring Engineering (NRE) activities (e.g.: design and manufacturing engineering, tooling and ILS efforts), recurring integration efforts (e.g.: procurement, production and/or installation of modification kits to implement ECPs).

Orders issued under this BOA may also provide for the procurement of aircraft and engine spares, repairs, aircraft functional check flights, troubleshooting check flights, qualification of new sources, and other hardware required to support the TH-73A Thrasher System. This contract is intended to be awarded in FY25, with an estimated ordering period of up to 10 years. The contract type is anticipated to be a Basic Ordering Agreement (BOA) type contract, with subsequent task or delivery orders to be placed under it.

Leonardo Helicopters is the original designer, developer and manufacturer of the TH-73A aircraft and its systems, as well as the owner of the Technical Data Package of the airframe required for this effort. The Government intends to award a sole source BOA Leonardo Helicopters.
