The basis for restricting competition is for the following reason: These filters are custom manufactured parts for the AN/UPX-24(V), CP-1273/UPX-24(V) Control Processor which have been formally environmentally tested and certified as an assembly for shipboard installation. Offerors must be registered in SAM.GOV database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.SAM.gov. This is a firm fixed-price procurement; therefore, the offeror’s initial offer should represent the vendor’s best quote in terms of price and technical acceptability. This notice of intent to Sole Source with EMS Development Corporation vendors must be authorized distributor and provide signed documentation to be considered. This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes received by 3:00pm Eastern Standard Time on 20 May 2024.
