The requirement is to provide a Spirent GSS9000 multi-frequency, multi-GNSS RF constellation simulator that uses the latest state of the art technology design for GNSS signals simulation. The new GSS9000 being acquired includes jamming and spoofing capability to enable testing and evaluation of complementary position navigation and timing emerging technology in the NAWCAD navigation laboratory. The current simulator from Spirent Federal Systems is being upgraded by trading in the old one and purchasing a new simulator with jamming and spoofing capabilities to support Assured, position, navigation, and timing projects. Acquiring new equipment from a different source would cost more then double than upgrading the current equipment, inaddition it would cause multiple interoperability issues. For this reason SPIRENT federal systems is the only provider that can meet the current requirements. The statutory authority permitting other than Full and Open Competition in USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The procedures of FAR Part 12 and Part 13.5 will be utilized for this commercial acquisition. Interested parties may identify their interest and capability to respond to the requirement or submit a quotation. This notice is a Sole Source requirement. However, all responses and quotations received before the closing date and time of this announcement will be considered by the Government. Responses should include a company name, point of contact, address, phone and fax numbers, email, and applicable company product literature. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to proceed with award of this procurement as outlined herein is solely within the discretion of the Government. The Government shall not reimburse interested sources for any information provided nor return any information provided. No bid and quotation costs will be reimbursed for any offeror. No request for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement.
