## Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation WILL be posted to SAM at https://sam.gov/.

The Request for Quotation (RFQ) number is N0040625QS006. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-03 Effective January 17, 2025, and the DFARS Change notice 20250117. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: https://www.acquisition.gov/. The NAICS CODE is 333995 and the small business standard is 800 employees.

This is a competitive, full and open procurement action. Interested parties may identify their interest and capability to respond to the requirement and submit quotes. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.

**QUESTIONS:** Offerors may submit their questions regarding clarification of solicitation requirements to Heidi Brennan by email at heidi.r.brennan.civ@us.navy.mil no later than 2:00PM EST on February 14, 2025. Any questions received after this deadline may not be answered. Shipping term shall be FOB Destination; therefore, quote SHALL include shipping cost. System for Award Management (SAM). Quoting vendors must be registered in the SAM database to be considered for award.

Registration is free and can be completed on-line at http://sam.gov/. To be considered for this opportunity, all quotes shall be submitted in either Microsoft Word, Excel spreadsheet or Adobe PDF. Quote must include price(s), FOB Destination, a point of contact, name and phone number, business size, and payment terms. An award will be made based on Best Value. Each quote must clearly indicate the capability of the vendor to meet all specifications and requirements.

Vendors shall provide a detailed (unpriced) capabilities statement for review and acceptance by the Technical POC. Responses to this solicitation are due by 2:00PM PST on February 19, 2025. Email quotes to heidi.r.brennan.civ@us.navy.mil. Quotes shall be valid for sixty (60) days (at minimum).
